Caused By:-     The Insect Psylla buxi

Description

Psylla buxi(Cacopsylla buxi) causes the young shoots to be stunted closely spaced and cupped. The shoots looks like miniature cabbages. A whitish liquid can be emptied from the cupped leaves in spring which is the excrement of the sap feeding insects. The sap feeding nymps are pale green, about 2mm long and flattened. The winged insects appear in the summer. Picture by Daniel Herms, The Ohio State University, Bugwood.org

Control

Spraying in spring with an insecticide. Clipped box may not get affected as the young shoots are withdrawn before the insect can mature.
