Caused By:-     The Scale insect Carulapsis juniperi

This insect feeds on the sap from the stem or leaf. The insects has a small scale which protect them as they feed. They are rounded female scale which is between 1-2mm in diameter and white in colour with central yellow spot and the smaller male which is a more elongated in appearance. Both male and female are shown in this photograph. Their sap sucking activities will reduce the vigour of the tree and cause the foliage to turn brown and die. The tree will then look patchy and unattractive.
